Overlaying Rotary and Curved Bar Gauge Issue
I've been able to get the tick marks on a rotary gauge to show through a curved bar gauge by bringing the alpha down on the curved bar gauge. This generally only works when the tick marks are darker than the curved bar gauge color. Is there a way to get it to work somehow with white tick marks over a curved bar gauge?

Unfortunately, there is no way to do this. The tick marks on a rotary gauges are not dynamic, even the gauge itself is. So the tick marks will always be behind all dynamic items.. curved bar gauges, etc.
The only way to this would either create a graphic outside of the config tool for your tick marks and place that graphic on top of your curved bar gauge and make that graphic dynamic...but you would not be able to edit that graphic in the config tool.
The other option, which is what I have done, is to have your tick marks on the inside radius or out side radius of the curved bar gauge. Again, not ideal but changeable within the config tool.
